DoT Cells were initially created, on 01.10.2000, to ensure Government presence for settlement of retirement benefits of the erstwhile DoT, now BSNL employees. With the expansion of the range of functions delegated the DoT Cells, the nomenclature was changed to the office of Controller of Communication Accounts. Collection of statutory levies like license fee and spectrum charges from commercial TSPs made under section IV of ITA1885, being collected directly by DoT Head Quarters was decentralized in respect of Access service providers and entrusted to the CCAs. The role of the office has thus evolved from a purely Govt, pension settlement office to that responsible for collecting non-tax Telecom revenue from different Telecom Operators of a Telecom service area in addition to disbursement of Universal Service Obligation subsidy to the loss making telecom projects run by the telecom operators.

On decentralization of (A) the licensing finance functions of the LF Wing of DoT and (B) collection of spectrum charges of the WPF Wing, the following work are entrusted to Controllers of Communications Accounts.

Collection of license fees and maintenance of FBG for UASL and CMTS from telecom service providers since January 2003 (DoT No 1-6/2001-LF dtd.8-10-2002). Collection of LF and maintenance of FBG for ISP With and Without Telephony w.e.f.2007-08. Collection of spectrum dues from GSM/CDMA Mobile Telecom Operators, w.e.f. April 2004 (DoT) WFD NO 1018/2004 dtd..6-2-2004) and reconciliation of dues from operators using CDMA technology, from April 2005 (DoT WFD No 1018/2004 dtd.1.3.2005)

Verification of proof of payment of deductions claimed by the TSPs from their Gross Revenue, in accordance with the terms and conditions of the License Agreements, since 2006-2007 F/Y onwards (vide letter no FNo/ 1-28/2006/LF dtd 21-9-2006).

Annual Assessment of License Fee in respect of Internet Service Providers (with Telephony), verified with the annual financial statements submitted by the Telecom Service Providers, in accordance with the terms and conditions of the ISP License Agreements, from the Financial Year 2005-06 to 2007-08 onwards(in respect of Three service providers ) and from the F/Y 2008-09 onwards in r/olicenses granted in Kerala Service Area, vide DoT Head Quarters OM No 1-6/2001/LF (Vol.II) dated 24-9-2008.

Maintenance of Bank Guarantees- Financial Bank Guarantees (FBG) and Performance Bank Guarantee (PBG) from the licensees are maintained and reviewed monthly/quarterly to ensure enforcement of license condition in the service area.

Kerala service area includes KeralaState, the UnionTerritories of Lakshawadeep and a part of UT of Pondicherry. CCA Office, Kerala, collects License fee and Universal Access Service Levy, from all commercial licenses of Cellular, Basic, Unified Access Service , Internet Service Providers (with and without Telephony ) & CMRTS (Captive Mobile Trunking Radio Services )operating in the service area, as applicable under the conditions specific to their respective license agreements.
